I've seen this swirl/ruffle fabric on a lot of dresses, and it doesn't always work on a dress....but my my my does it work on an evening bag!Everything about this material screams luxury. you're really getting mileage for your money when you purchase a unique clutch that looks like it cost 10x what you paid for it!
