FRUGAL FIANCÉE: Flower Girls!

So I had a BIG challenge for the post today: a newly-engaged friend asked me for help in finding flower girl dresses AND today is under $20 Tuesday. As I looked around online for flower girl dresses I realized that they are all ridiculously expensive for children's clothes! Especially ones that will only be worn once.
